Headquarters and Headquarters Battalion, 28th Infantry Division serves as the headquarters element for the 28th ID. The battalion is based at Harrisburg Military Post in Harrisburg, Pa.

The battalion traces its lineage to 1879 when it was organized as Headquarters, Division of the National Guard of Pennsylvania at Philadelphia. It was reorganized and redesignated as Headquarters, 28th Division in September 1917. Over the next 90 years the unit was reorganized, redesignated and consolidated several times until it was reorganized and redesignated as Headquarters and Headquarters Battalion, 28th Infantry Division in September 2011.
