Brigadier General Francis R. Montgomery

Assistant Adjutant General - Army

Brigadier General Francis Montgomery was assigned as the Assistant Adjutant General of the Pennsylvania Army National Guard (PAARNG) on 26 January 2025.


Brigadier General Montgomery graduated from the US Army War College in 2018, earning a Master Degree in Strategic Studies. He earned his Bachelors Degree in Civil Engineering in 1996 from Widener University. He was commissioned through Widener University’s ROTC program in 1996. Prior to commissioning he enlisted into the United States Army Reserve as an Infantryman, entering basic combat training at Fort Benning, GA.


His military education includes the Ordinance Officer Basic Course, the Ordinance Officer Advance Course, the Combined Arms Exercise, and Intermediate Level Education Phases 1-3. He is Dual-Status Commander qualified and completed the National Guard Bureau Homeland Security Institute’s Leadership in Homeland Security Seminar at the Harvard Kennedy School.


Brigadier General Montgomery has held numerous diverse positions throughout his 28 years of service, including the Construction and Facilities Management Officer, 213th Regional Support Group Commander, J3/Director of Military Support, 28th Infantry Division Rear Detachment Chief of Staff, and the 328th Brigade Support Battalion Commander to name a few. He also served as the Subsistence Officer while assigned to the 213th Area Support Group’s mobilization in support of Operation Enduring Freedom from 2003 to 2004. He mobilized again as the Supply and Services Officer for the 213th Area Support Group in support of Operation Iraqi Freedom from 2007 to 2008.


His awards and decorations include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal (second award), Army Commendation Medal (fifth award), Army Achievement Medal, Army Reserve Component Achievement Medal, National Defense Service Medal, Iraqi Campaign Medal, Global War on Terrorism Expeditionary Medal, Armed Forces Reserve Medal with “M” device, Army Service Ribbon, Overseas Service Ribbon, and Army Reserve Component Overseas Training Ribbon (second award).
Brigadier General Montgomery currently resides in Lancaster City, PA with his wife Heather and son Jack.
